EARFCN / NR-ARFCN frequency converter

The formula
LTE (downlink EARFCN), per band, from 3GPP TS 36.101:
F_DL = F_DL_low + 0.1 × (N_DL − N_Offs-DL) MHz
Worked example: EARFCN 100 is in Band 1 (F_DL_low = 2110 MHz, N_Offs-DL = 0), so F_DL = 2110 + 0.1 × 100 = 2120 MHz.
5G NR-ARFCN uses one global raster (3GPP TS 38.104) instead of a band table:
F_REF = F_REF-Offs + ΔF_Global × (N_REF − N_REF-Offs)
with ΔF_Global = 5 kHz below 3 GHz, 15 kHz from 3–24.25 GHz, and 60 kHz above that — this tool applies the right segment automatically.
